Toekomst voor de zorg in viervoud

De voortschrijdende medische technologie en mondiger burgers plaatsen ons in de toekomst voor twee fundamentele keuzes. De eerste betreft de zorgsolidariteit: de afweging tussen uniforme zorg voor iedereen en meer gedifferentieerde zorg met ruimte voor eigen verantwoordelijkheid en eigen regie. De tweede betreft de risicosolidariteit: de afweging tussen alle risico's zoveel mogelijk verzekeren en de noodzaak om via eigen betalingen overmatig gebruik van zorg af te remmen. Door beide afwegingen te combineren ontstaat een schets van vier werelden voor de toekomst van de preventie, de curatieve zorg en de ouderenzorg.
