Efficiëntie, concurrentie en globale budgetten in de zorg

Wanneer de zorguitgaven harder stijgen dan het inkomen dan wordt het steeds moeilijker om de zorg collectief te financieren. De stijgende zorguitgaven kunnen dan andere collectieve uitgaven, zoals onderwijs, defensie etc. uithollen. We bekijken in dit artikel of het gebruik van budgetten, in een systeem van gereguleerde concurrentie, een oplossing is om de zorguitgaven te beteugelen zonder dat het ten koste gaat van de welvaart. We laten zien dat onder bepaalde voorwaarden budgetten de welvaart kunnen verhogen. Dit is het geval wanneer budgetten de allocatieve efficiëntie verhogen zonder dat dit ten koste gaat van de productieve efficiëntie.
